Because the images for the toolbar are created dynamically, creating multi-lingual applications is no more difficult than with standard buttons. It's even possible to change the application language at run-time. In fact, because of the automatic resizing abilities of the toolbar, it's even easier to ensure interface consistency, even when the languages are not.
